285-acre (1.15 km2) island is situated between India and SriLanka.

History

A part of India until 1974, it has belonged to Sri Lanka since India ceded the island in 1974. This transfer of an island that is culturally important to fishermen of Tamil Nadu state in India has led to some agitations by Tamil Nadu politicians that it should be returned to Indian sovereignty. The island is also important for fishing grounds used by fishers from both the countries. Under the treaty agreement of 1974, Indian fishermen have rights to rich fishing grounds in the territorial waters of Sri Lanka around Kachchativu. But as part of the Sri Lankan civil war, this arrangement has led to many difficulties with the Sri Lankan Navy that is deployed to prevent smuggling of weapons by the rebel group LTTE. The island has a Catholic shrine that attracts devotees from both the countries.[1]. On 2009, Tamil Nadu Government declared that the area is controlled by the Sri Lanka against the original pact of allowing Indian fishermen to access the water of Sri Lanka. This tensions and the killings of Tamil fishermen created a diaspora in and across India and the governments of both the countries held conversation and finally the Sri Lankan government allowed a full access term to Indian fishermen till Jaffna Line and released the fishermen jailed for a while. In 2010, again TN government held and criticized Sri Lankan Navy for killing and arresting over fishermen of 80 boats over January to March which maintained at least 2 nmi (3.7 km) Distance from Kachchatheevu and this time the government of India took combative operations against the SL Navy entering Indian Waters (till Jaffna) and killing Fishermen of India by employing the Indian Navy missile ships and Coast guard ships monitoring the area for further action in needed. Between December 9-15, 2010, there was a couple of dozens of incidents having SL Navy harassing Indian Fishermen near Rameshwaram by taking their GPS devices and destroying their boat were exposed. Approximately 1.5 Crores rupees of damages including fish loss was recorded. Due to this Indian Navy arrested 14 SL Navy Officials who entered the border of India with unauthorized ships and Indian Navy Boat blew off one of its tugs which used to attack Indian Fishermen. However, no causalities of SL navy were reported.

1.Indian fishermen have rights to rich fishing grounds in the territorial waters of Sri Lanka around Kachchativu.

2. Indian fishermen have the right to enter Katchatheevu as a resting ground and to dry their fishing nets.

3.The island has a Catholic shrine that attracts devotees from both the countries. Hence Indian Christians must be allowed by Srilankan Govt without visa to worship.

4. The island must not be used for any military activity.

5. The island was ceded as act of friendly relation between the nations hence Indian fishermen must not be treated ill if they cross border by mistake.

The problem at present is that our Srilanka doesn't follow any of those above mentioned points.
Not only contradicting to the above points they continue to kill Indians and ill treat them.
Srilanka is in a hurry to set up its army base in the island which affect Indian fishermen more.

The recent issue is of underwater explosives by Sri Lankan Navy in Katchatheevu. Srilankan Government continues to torture Tamils not only who live there but also who are from India.

A island gifted by India to build friendly relation is now being used to kill Indians.

The only resolution is to get back the island to safeguard Indians from Srilankan navy attack. Till now more than 500 Indian fishermen have lost their life and 1000's are in Srilankan prisons. This is not a activity of a friendly nation.

Will our central Govt do something about it? Or will Srilankan become another Pakistan of South?

In 1972 India-Pakistan war, Srilanka was supporting PAKISTAN and were  allowing PAK aircraft to land at Anuradhapuram Airport.  For this betrayal indian Govt gave this place to SRILANKA!  (Sri lankan Tamils strongly disagree with this, they sat on the RUNWAY  for protesting )  In 1961 China war also SRILanka did the same. At that time they were  supporting china, reason it said is "china is Buddhism country".

சென்னை 09.06.2011: ""உண்மையிலேயே கருணாநிதிக்கு தமிழக மீனவர்கள் மீது அக்கறை  இருந்திருந்தால், கச்சத்தீவை கொடுப்பதற்கு, இந்திய - இலங்கை உடன்பாடு  கையெழுத்தாவதற்கு முன், சட்டசபையில் தீர்மானத்தை நிறைவேற்றி, மிகப் பெரிய  போராட்டத்தை நடத்தியிருக்க வேண்டும். ஆனால், அதைச் செய்யத் தவறிவிட்டார்.  திரை மறைவில் கச்சத்தீவை காவு கொடுப்பதற்கு ஒப்புதல் அளித்துவிட்டு, கண்  துடைப்பு நாடகமாக தீர்மானத்தை முன்மொழிந்தவர் கருணாநிதி,'' என, சட்டசபையில்  முதல்வர் ஜெயலலிதா குற்றம் சாட்டினார்.

கச்சத்தீவை இலங்கைக்கு தாரை வார்த்ததை எதிர்த்து, 2008ல், அ.தி.மு.க.,  பொதுச் செயலர் சார்பில், சுப்ரீம் கோர்ட்டில் தாக்கல் செய்யப்பட்ட  வழக்கிற்கு வலு சேர்க்கும் விதமாக கச்சத்தீவு குறித்த அனைத்து  ஆவணங்களையும், தன் வசம் வைத்துள்ள தமிழக அரசின் வருவாய்த் துறையை சேர்க்க  வலியுறுத்தி, சட்டசபையில் முதல்வர் ஜெயலலிதா நேற்று தீர்மானம் கொண்டு  வந்தார். அதன் மீது, விவாதம் நடந்து முடிந்ததும், முதல்வர் ஜெயலலிதா  பதிலளித்து பேசியதாவது: டெல்ப் தீவுக்கு தெற்கே, 9 மைல் தொலைவிலும்,  ராமேஸ்வரத்திற்கு வடகிழக்கே, 10 மைல் தொலைவிலும் உள்ள பாக் ஜலசந்தி என்ற  பகுதியில் கச்சத்தீவு அமைந்துள்ளது. ஓய்வெடுப்பதற்கும், வலைகளை உலர  வைப்பதற்கும், பிடிபட்ட மீன்களை இனவாரியாக வகைப்படுத்துவதற்கும், மக்கள்  வசிக்காத வறண்ட கச்சத்தீவை, பரம்பரை பரம்பரையாக தமிழக மீனவர்கள்  பயன்படுத்தி வந்தனர். மீனவர்களின் புண்ணிய புரவலராகக் கருதப்படும் புனித  அந்தோணியாருக்கு அர்ப்பணம் செய்யப்பட்ட கத்தோலிக்க சர்ச் இந்தத் தீவில்  உள்ளது. 
இருபதாம் நூற்றாண்டின் துவக்கத்தில், ராமேஸ்வரத்தைச் சேர்ந்த  சீனிகுப்பன் படையாச்சி என்பவர் இந்த சர்ச்சை கட்டினார். ஒவ்வொரு ஆண்டும்  மார்ச் மாத இறுதியில், வாரக் கணக்கில் நடக்கும் சமய விழாவில் கலந்து கொள்ள,  இந்தத் தீவுக்கு தமிழக மீனவர்கள் செல்வது வழக்கம். ராமேஸ்வரத்திற்கு  வடகிழக்கே, 10 மைல் தொலைவில் கச்சத்தீவு இருக்கிறது என்றும், ஜமீன்  ஒழிப்புக்கு முன், ராமநாதபுரம் அரசர் இத்தீவை தனி நபர்களுக்கு குத்தகைக்கு  விட்டுக் கொண்டிருந்தார் என்றும், இந்தத் தீவு ராமேஸ்வரம் கர்ணத்தின்  அதிகார எல்லைக்கு உட்பட்டது என்றும் குறிப்பிடப்பட்டுள்ளது. ராமநாதபுரம்,  புதுக்கோட்டை, தஞ்சாவூர், நாகப்பட்டினம் ஆகிய கடலோர மாவட்டங்களில் வாழும்  தமிழக மீனவர்கள் தொன்று தொட்டு, கச்சத்தீவின் அருகில் மீன் பிடித்து அன்றாட  வாழ்க்கையை நடத்தி வந்தனர். 1974ல், கருணாநிதி, தமிழக முதல்வராக பதவி  வகித்தபோது, அப்போதைய காங்கிரஸ் தலைமையிலான இந்திய அரசுக்கும், இலங்கை  அரசுக்கும் இடையே ஓர் உடன்பாடு ஏற்பட்டது. இந்த உடன்பாட்டின்படி, இரு  நாடுகளும் பரம்பரை பரம்பரையாக தங்கள் நாட்டிற்குச் சொந்தமான கடல்  எல்லைகளில் எந்தெந்த உரிமைகளை அனுபவித்து வந்தனவோ, அந்ததந்த உரிமைகளை  தொடர்ந்து அனுபவிக்கலாம் என பொதுவாகக் குறிப்பிடப்பட்டுள்ளது.  
உண்மையிலேயே கருணாநிதிக்கு தமிழக மீனவர்கள் மீது அக்கறை  இருந்திருந்தால், இந்திய - இலங்கை உடன்பாடு கையெழுத்தாவதற்கு முன்,  சட்டசபையில் தீர்மானத்தை நிறைவேற்றி மிகப் பெரிய போராட்டத்தை நடத்தியிருக்க  வேண்டும். ஆனால், அதைச் செய்யத் தவறிவிட்டார். சட்டசபை தீர்மானத்தில் கூட,  மத்திய அரசு செய்து கொண்ட ஒப்பந்தம் வருத்தம் அளிக்கிறது என்று தான்  கருணாநிதி குறிப்பிட்டிருக்கிறாரே தவிர, எதிர்க்கிறோம் என்ற சொல் எங்கேயும்  இடம் பெறவில்லை. சுருக்கமாக சொல்ல வேண்டுமென்றால், திரை மறைவில்  கச்சத்தீவை காவு கொடுப்பதற்கு ஒப்புதல் அளித்துவிட்டு, கண் துடைப்பு  நாடகமாக தீர்மானத்தை முன்மொழிந்தவர் கருணாநிதி. தான் செய்த துரோகத்திற்கு  பரிகாரம் காணும் வகையில், மத்தியிலும், மாநிலத்திலும் ஆட்சியில் இருந்த  போது, தமிழக மீனவர்கள் மீதான காட்டுமிராண்டித்தனமான தாக்குதல்களை இலங்கை  கடற்படை தொடர்ந்து நடத்தினால், கடும் விளைவுகளை இலங்கை அரசு சந்திக்க  நேரிடும் என, மத்திய அரசின் மூலம் இலங்கை அரசை எச்சரிக்கை செய்ய நடவடிக்கை  எடுத்திருக்கலாம். ஆனால், அதை செய்யவில்லை.  
தமிழ் வாழ்ந்தால் தான் தமிழர் வாழ முடியும்; தமிழர் வாழ்ந்தால் தான்  தமிழ் சமுதாயம் வாழ முடியும் என்று கூறியவர் அண்ணாதுரை. தமிழன்  அழிந்தாலும் பரவாயில்லை; தன் சமுதாயம் வாழ்ந்தால் போதும் என்பதை  நிகழ்த்திக் காட்டியவர், அண்ணாதுரையின் பாசறையில் வளர்ந்தவர் என்று  தனக்குத் தானே தம்பட்டம் அடித்துக் கொள்ளும் கருணாநிதி என்பதை  சுட்டிக்காட்டி, கச்சத்தீவு குறித்த வழக்கில் தமிழக மீனவர்களுக்கு சாதகமான  தீர்ப்பை சுப்ரீம் கோர்ட் அளிக்க வகை செய்யும் வகையில் கொண்டு வரப்பட்டுள்ள  இத்தீர்மானத்தை நிறைவேற்றித் தர வேண்டும். இவ்வாறு ஜெயலலிதா பேசினார்.  இதன் பின் இந்த தீர்மானம் நிறைவேற்றப்பட்டது.
